Rumble strips are a measure against run-off-the-road accidents and head-on collisions.  They are rows of grooves placed along the shoulder or centerline to warn drivers who encounter the strips by means of noise and uncomfortable vibration.  Installations of rumble strips are becoming widespread on national highways in Hokkaido, due to their lower costs of installation and maintenance compared with traditional measures against accidents.

Traditional measures against head-on collisions are center strips, center poles and jiggle bars. However, center strips are too costly to install and are used only on some sections. Center poles and jiggle bars need to be removed before winter because they interfere with snow removal, so these are not common in Hokkaido.

Head-on collissions are not concentrated at locations such as intersections, but are dispersed. Thus, any measures against such accidents should cover the greatest possible length. Low installation cost is the key to dissemination. Ease and quickness of installation are other important factors for promoting the diffusion of the measure.

CERI has introduced rumble strips designed for centerlines as a measure against head-on collisions.
