In March 1990, The Highway Snowstorm Countermeasure Manual
(draft): Snow Fences and Snowbreak Woods was issued under the
general editorship of the Hokkaido Development Bureau. To draft a
manual to replace this one, the Snowstorm Countermeasures Technology
Investigative Commission was organized, under the chairmanship of
Masao Takeuchi and with the Civil Engineering Research Institute of
Hokkaido as its secretariat. The second edition of the Manual was
completed based on studies made by the Commission. The third edition
of the manual was completed in March 2011. The edition was updated
with technical developments, insights and design procedure revisions
acquired after publication of the previous edition. Additionally,
Delineation Facilities against Snowstorm Manual (Draft) issued in
2007 has been integrated in the third edition.
The Abridged Edition has been made available for downloading in
English from this website. The manual is distributed for free so
that it may serve as a reference for road engineers.
