This is the English edition of The Highway Snowstorm
Countermeasure Manual (Abridged Edition), an engineering reference
document for snow-control facilities, i.e. countermeasures for
snowdrifts formed by blowing snow and visibility hindrance caused by
such snow. The manual was revised by the Civil Engineering Research
Institute of Hokkaido (CERI), which was commissioned with such revision
by the Hokkaido Regional Development Bureau of the Ministry of Land,
Infrastructure and Transport, Japan.
The original Highway Snowstorm Countermeasure Manual
(Draft) was published in two volumes: the Snow Fence Volume, and the
Snowbreak Forests Volume. It was published in March 1990, under the
supervision of the Hokkaido Development Bureau. The Snowstorm
Countermeasure Engineering Examination Committee, chaired by Dr. Masao
Takeuchi, discussed revision of the manual. CERI served as the
secretariat of the committee.
The Abridged Edition has been made available for
downloading in English from this website. The manual is distributed for
free so that it may serve as a reference for road engineers.
